I have a tank devider, how can I keep the water surface clean?

I have two betas in a 10 gallon tank, with a tank devider to seperate them. I have a filter, but it doesn't keep the water on the opposite side of the tank clean. How can I easily clean the water surface, since betas go to the surface to breathe?

Run the edge of a piece of paper over the water surface to remove oil and dust.

What sort of filter do you use?
I use a wide based sponge filter and slide a portion underneath the divider so that the water on either side of the aquarium divider is agitated.
