How do you start up a fuel injected engine?

it's an '89 Mercury Cougar LS 3.6L V6 fuel injected engine that ran out of gas.

(1) put gas in the tank
(2) turn the ky - but don't crank
(3) build fuel pressure (up to a minute or more)
(4) crank engine.
